draw a line segment of PQ of length 8cm.Find the point R on it such that PR=QR

Point R is actually the point of bisection of line PQ. So, to find R you have to find the mid point of line PQ.
You can find it easily by marking R at a distance 4 cm from P and 4 cm from Q.

Or, you can find the Perpendicular bisector for line PQ and then mark R where the Perpendicular bisector cuts the line PQ.
