Answer:

at 3.1cm u can draw a perpendicular line which bisects PQ (6.2)cm

if it asked by constructions then

*draw a line of lenght 6.2 cm

*take a divider and take more than half of the length of line segment (i.e;more than 3.1 )

*now draw half circles from point P and Q

*Both P and Q half circles meet at a point

That point will be considered as perpendicular bisector and join the line from point to line segment
