To draw a perpendicular bisector of a line segment by using ruler and compass there are some steps to follow:

1. First of all draw a line segment of length 6.5 cm using a ruler.
2.Now place the sharp end of the compass on one of the end point of the line segment and open the compass more than the half of the length of the line segment.

3. Now draw an Arc on both sides of the line segment without adjusting the compass.
4. Now place the sharp and of the compass on the other end point of the line segment without adjusting it.
5. Again draw an Arc on both sides of the line segment without adjusting the compass
6. use a ruler and connect the two meeting points of the Arcs.

7. this new line segment connecting the two meeting points of the two arcs is the perpendicular bisector of the original line segment.
