Step 1: Draw a line with the help of a scale measuring 6.4 cm in length.

Step 2: Take a rounder measuring of any length ( say for example 4cm) and take two arcs on top of the line at both the ends of the line.

Step 3: Take the same measurement and draw another two arcs below the line from both the ends of the line.

step 4: now join both the points above and below the line.

Step 5: the line obtained would divide PQ into two equal half's and would be perpendicular bisectors.
