Draw a line segment PQ of length 7cm. Mark a point R outside PQ. Draw a perpendicular to PQ from R.

Draw a line of length 14cm and name it as AQ.

Draw arcs from both the end points A and Q of line segment AQ with same length (approximately more than half of the line length) on both sides of the line AQ.

Let R and D be the the intersection points of the arcs above the line and below the line.

Join R & D and let the intersection point with the line AQ be P. As RD is perpendicular bisector of AQ, it divides AQ into two parts each of 7cms.

Finally erase the lines left and bottom of the P i.e. erase AP and PD such that you have PQ and PR.
