draw its perpendicular bisector let it be PB
again draw the perpendicular bisector of PB, it will be measuring 2 cm

Steps
1.Draw a line segment PQ =8cm.
2.Draw perpendicular bisector of it using compass.Name the point R where perpendicular bisector of PQ meets at PQ.
3.Draw perpendicular bisector of PR . Name the point S.
4.PS is 1/4 of PQ.

JUSTIFICATION
PQ=8cm
1/4PQ=1/4x 8cm=2cm

since PS=1/4PQ=2cm.
