A simple pendulum consists of a mass less string with which a small bob is attached. This is attached at another end to a rigid support. If the air drag is negligible, then the pendulum keeps oscillating between two points of maximum displacement. At the lowest point, the velocity is maximum. This follows from conservation of energy.

The period of a pendulum depends on its length and gravitational acceleration.
