You have to keep in mind that a tangent is a line that touches the circle at one point.

To draw this figure, you have to follow the below mentioned steps.

1. Draw a circle of radius 4.5 cm. mark C as the centre of the circle.

2. Mark a point P outside the circle. From this point P draw a straight line that touches the circle at X.

3.  Now using the protector you have to mark an angle of 45 deg let point P be the vertex.

4. Now from the same point P you have to draw a second tangent to the circle that touches the circle at point Y.

5.   Join the lines PX and PY.

So you will have a circle with center C and radius 4.5 cm. Angle YPX will be equal to 45 Deg.
