A pen picture can mean two things:

A picture drawn using a pen

A detailed description that almost makes the reader imagine the scene.

Since it is a question asked under the English subject heading, we will go with the second option. So, here is a possible description:

The tea garden was located off the main road. The road through the tea estate was a gravel road. The tea garden seemed unending, for it looked like a ‘sea of tea bushes’ that went all the way to the horizon. The bushes were all of the same height, but in front of the tall shade-trees they looked like dwarfs. Both the shade-trees and tea bushes had been planted in well-defined rows. And amid the beautiful landscape, leaf pluckers, dressed in their plastic aprons, were plucking the tender leaves and putting them into the bamboo baskets tied on their backs. These workers looked like dolls moving around.  The sight was beautiful, but was disrupted by the chimney of the tea factory.
