I don't know what is the length but please see the attachment.

The steps of it are:

1) Draw a line segment of whatever length you want.

2) Mark a point on the line segment.

3) suppose you have named that point P Then with P as the center draw a semi-circle cutting the line segment.

4) Name the two ends of the semi-circle circle suppose you have given it name M and N Then take more than the half of MN and with M as the center draw an arc above the line segment .

5) Do the same with N cutting the previous arc that you have done.

Name the new point whatever you want suppose you have given it Q.

6) Join Q and P. You will get the perpendicular bisector.
