Given :  OQ  = √2

To Find : Draw OC  = √3 on number line

Solution:

See the attached Figure

OQ = √2

Draw Right angle at Q on OQ    &   Take length 1 from Q and cut drawn angle at R   , QR ⊥  OQ

QR = 1

OR²  = OQ² + QR²

=> OR² = (√2)² + (1)²

=> OR² = 2 + 1

=> OR² = 3

=>  OR = √3

Draw an arc with centre O and radius OR.Mark the point of intersection line and the arc as C

OC = OR = √3

√2  could have been drawn like

OP = 1    PS  = 1   PS ⊥ OP

OS² = OP² + PS²

OS = √2

OQ = OS = √2   ( taking OS as radius & intersecting number line at Q)
