1 construct a circle with radius=4.2cm with the centre M

2. Draw a line segment CM = 7 cm

3. Draw perpendicular bisectors of CM name it as P and N( O is point of intersection)

4. with CO as radius , draw a circle

5. join the point of intersection name it as B and A as respectively.

therefore BM and AM are the required tangents.
