You can obviously use a ruler but if its mentioned to use a compass then,

  • Step 1: Draw a line of any length. Mark a point A on the line  which will be the start of line segment AB
  • Step 2: Using a ruler, place the pointer of the compass 10.5 cm apart from the pencil’s lead.  
  • Step 3: Place the pointer of the compass at A and cut an arc on the line with the pencil.
  • Step 4: Mark the point where the arc and the line intersect as B.
  • Step 5: AB is the required line segment of length 10.5 cm.

draw a line which is more than 10.5 cm in a plane and then set 10.5 CM on a compass and take it on the one end of a line and mark 10.5 cm on the line and erase the remaining one.
