Solution:

Step 1 : Draw a line segment AB = 6.5 cm

Step  2:  Draw a perpendicular bisector of AB intersecting AB at O

Step 3 : Using compass width = OA = OB , draw a circle / arc

Step 4 : Using compass width = 6 cm and taking B as center cut the circle/arc drawn in previous step at C

Step 5 :  Using compass width = AC and taking A as center draw a circle

BC is the tangent of length 6 cm to the circle drawn taking A as center
