story of srilanka and Belgium

Majoritarianism in Srilanka - Srilanka is an island country. It has a diverse population the major social groups are

  1. Sinhalese (sinhala speakers) 74%
  2. Tamil's (Tamil speakers) 18%
  3. Christian 7%

Srilanka became an independent country in 1948 . The majority community adopted a series of Majoritarian measures to establish sinhala supremacy In 1956 An act was passed to recognize sinhala as the official language and this disregard Tamils . All these gov measure coming after one and other increased the anger and alienation of srilankan tamils. They felt that none of the political party is sensitive to their language nad culture. Tamils launched parties for recognition of Tamil as an official language but their demands were repeatedly denied then soon the distrust between the two communities turn to a civil war as a result the country lost its people , cultural and economical life .

Accommodation in Belgium - Belgium is a small country in Europe It's Ethnic composition is very complex as follows .

  1. 59% lives in flemish region and speaks Dutch language
  2. 40 % lives in wallonia region and speaks French and

one percent speaks German ... this was the composition of the country

Now we speak about capital city Brussels

  • 80% speaks French while 20% speaks Dutch

The French speaking were rich and powerful than Dutch speaking . But Belgium took a different path and they amended their Constitution 4 times so that people of all the communities can live here freely and can enjoy all the facilities and no discrimination will be there. Apart from. a central gov there is a third type of gov 'the Community government ' this has the power regarding cultural educational and language related issues. The Belgium leaders realised that unity of country is possible when all the citizens living in country are happy.

But Srilanka didn't think this So, power sharing is the most important decision made by every country. as power sharing is the spirit of democracy.

Forms of power sharing -

  1. power is shared among organs of government - Legislative, executive and judiciary and we call this as horizontal distribution of power
  2. power is shared among different levels - Central, state, local and this we call vertical division of power sharing
  3. power may also be shared among different social group such as religious and linguistic group
  4. power sharing arrangements can also be seen in the way political parties, pressure groups and movements
