1. Draw a circle of radius 3 cm. Take any point P on it.

2. Join O−P and extend the ray.

3. From point P draw an arc with radius OP such that it intersects the ray OP again at A.

4. From point O and A draw two intersecting arcs and mark the intersection points as Q.

Line PQ is the required tangent.
