When an incident ray is projected at the point of incidence of a cured surface, then there is no deviation for the incident ray path, in other words there will be no refraction

In such a case the angles of incidence and refraction are same and their magnitudes are zero

Hence it is possible that a  ray of light made incident on another optical medium does not suffer refraction
