This situation is possible.

Consider a object which is thrown up at the sky. The point at which the body starts to come down is the point where it has attained maximum height. At this point, its velocity is 0 m/s. But due to gravity, there is a constant acceleration that acts upon this object and tries to pull it down, that is the direction of the cceleration os opposite to the direction of the movement of the ball. So the acceleration id negative and its equal in magnitude to the acceleration due to gravity, that is, -9.8 m/s2.

b) This situation is also possible.

When an object moves in a circular path, centripetal acceleration acts upon it. This is always directed towards the centre of the circular path along its radius. However the direction of the object and its velocity are considered to be along a tangent drawn along the circular path which meets the radius perpendicularly. Thus in this case the velocity and direction of the object the perpendicular to its acceleration.
