First you have to find out the radius(r) of the circle

Radius (r) = Diameter / 2

For the first circle, let us take the radius (r1)

r1 = 9/2 =4.5 cm

For the second circle, let us take the radius(r2)

r2 = 7/2 =3.5

Then mark one point on the paper.

Take 4.5 cm length in compass by using scale.

Keep the compass needle on the point and circle it.

The same process do for inner circle (3.5 cm)
