# Steps of construction :

1. Draw a circle of radius 4 cm then from the same Centre O , draw a circle of 5cm .

2. Then take a point on outer circle as P.

3. Join PO and bisect it such that midpoint of PO is represented by M .

4. Taking M as centre amd MO or MP as radius, draw circle such that the circle intersect a circle ( radius 4 ) at A and B.

5. Join A and P and join B and P .

Thus , AP and BP are the required pair of tangents

Now taking radius equal to line between M and centre of circle, draws circle. This circle will intersect the inner circle at two points. Draw lines from P to this points. They are your required tangents.
