Drip irrigation saves wastage of water then why this practice is not used by all farmers

Drip irrigation saves wastage of water. So it is preffered in areas of water scarcity. But not all the plants need same amount of water that is given by drip irrigation. Eg. Paddy needs a lots of water which the farmers who use drip irrigation method cannot give due to water scarcity. So not all the farmers use drip irrigation method.
