Dry ammonia gas has no action on litmus papaer, but a solution of ammonia in water turns red litmus paper blu. Why is it so?

NH3 is basic in nature,but litmus paperneeds ions to change its color. ... On the other hand when NH3 reacts with water,NH4OH(ammonium hydroxide) is formed which is a base and it contains NH4+ ion and OH- ion. Since basic ion is present,hence it changes the red litmus paper blue.
