➡Dry Ammonia gas has no action on litmus paper but a solution of ammonia in water turns red litmus blue . This is because , in the absence of water it cannot split apart or dissociate into ions .
➡But when Put in Aqueous solution it dissociate as follows :
NH3. + H2O -------------------- NH4OH
➡Hence it forms ammonium Hydroxide ( NH4OH) this is basic in nature . Hence it turns blue litmus red . It is its characteristic due to the dissociaTion of Ions.

This is so as dry ammonia can't react and split in the water .but the solution of ammonia has basic nature .
