Dry ammonia has no action on litmus paper but a solution of ammonia in water turns red litmus paper into blue? Why?​

Ammonia in the dry state has no hydroxyl ions. On dissolving in water, it forms ammonium hydroxide which dissociates to give ammonia ions and hydroxyl ions. As a result, the solution becomes basic and turns red litmus paper into blue litmus paper.
