dry HCL gas does not change color of dry litmus paper why?

Dry HCL it does not dissociate to give H+ ions. Acids dissociate to give ions only in the aqueous solution. In this HCL is not in aqueous form nor litmus paper is wet, so the colour of litmus paper does not change.

It is so because in dry HCl and dry litmus paper H+ ions (or H3O+ ions) are not present .... This impairs the property of the gas as to conduct electricity , H+ (or H3O+) ions are required.... So , they are not present in them.... Thus , they fail to conduct electricity....
