In case of dry HCl gas, there is no presence of water and so, the dye on litmus paper cannot react with the gas. So, any dry gas will not give any change in the colour of litmus paper.

dry hcl does not produce h+ ions when it dissocites and neither the hcl is in aqueous solution . Because acid dissocates and produce h+ ions in aqueous solution. nor the lithmus is wet so the colour of dry lithmus color is not changed.
