In dry state, hydrogen chloride does not release any H+ ions. Therefore, it cannot behave as an acid. When dissolved in water, it forms hydrochloric acid which is written as HCl(aq). It dissociates to give H+ ions in solution. Therefore, it turns blue litmus paper into red litmus paper.
