When HCl is added to water then it realese H positive ions which a litmus paper can catch.

But in dry state, it doesn't do so....

And so what happens...

dry HCL gas does not turn blue litmus red where as hydrochloric acid does because it can easily ionized in aqueous and gives H+ions
