Because HCl won't release H+ ions when it's dry. But when it is added with water, it disassociates to form H+ ions and Cl- ions

Dry HCl gas is not acidic but it shows acidic behaviour in presence of water as Acid or base no one can show it behaviour without water

Acid shows only acidic behaviour when there is water as Then Acid provides its Hydronium Ion to the water.
