Dry hydrochloric acid does not turn blue Litmus to Red? whereas hydrochloric acid does why?

This is because HCl produces H+ ions only in the presence of water.Since the hydrogen chloride gas does not contains water it does not turn blue litmus to red where as HCl acid turns blue litmus to red.
