In the dry state, HCl gas does not release any hydrogen ions. Therefore, it cannot behave as an acid. When dissolved in water it forms hydrochloric acid which is written as HCl(aq). It dissociates to give hydrogen ions in solution. Therefore, it turns blue litmus into red litmus paper.
