Dry hydrogen chloride gas does not turn blue Litmus red whereas diluted hydrochloric acid does

as dry hydrogen is an acid and diluted hydrochloric acid has h2o also

dry HCl do not dissociate in H2+ and Cl2- ions so they don't show acidic behaviour whereas diluted HCl gets dissociated in its ions and hence changes blue litmus paper red.
