Litmus is turned turned red by arhenius acids because of their H+ ions . HCl is an acid because it dissoaciates to give H+ ions but only in aqueouasolutionsi.Dry HCl does not give H+ ions. ... HCl can produce these ions only in the form of aqueous solution. Hence dry HCl gas does not change the colour of dry litmus paper.

This is so dry hydrogen do not dissociate H+ions, whereas dilute does. This is because for dissociation of H+ions it requires aqueous solution .Thus dry hydrogen chloride gas do not turn litmus inti red while dilute dryhydrochloric acid does.
