As dry HCl does not produce H+ ions or any other ion ..... Any acid would produce ions only in the presence of water.
HCl + H2O = H+ + H3O+
These two products are ions .

Answer:any acid or base has an effect on the litmus due to the presence of Hydronium or hydroxide ion present in it and since dry HCl cannot be split into ions there is no effect on the litmus paper
