Dry seeds are the seeds which are not moist, i.e, they don't come in contact with water whereassoaked seeds are those which absorve the water by the process of osmosis and they become swollen. Dry seeds are seedswhich did not came in contact with water and soaked seeds areseeds which have soaked water by osmosis.
