Due to gravitational force the objects are attracted towards earth then why cant the parchute attract fastely towards earth?

Because the mass of parachute is very less

In mass of body the gravitational force depend

It means as mass of parachute is very less the the gravitational force is also less which is negligible

Also air resistance is acted on it
