i.e 1s -2 , 2s-2 , 2p-4
u will see that 2p subshell has 4 electrons. Now according to Hund’s rule, each orbital must be half filled first. Thus the configuration would be 2pz-2 , 2py-1 , 2px-1.
But to attain higher stability the unpaired electrons pair up and form two perpendicular lone pairs.

Normally, oxygen atoms have 2 bonds and 2 lone pairs. Atoms of hydrogen have 1 bond and no lone pairs. Normally, oxygen atoms have 2 bonds and 2 lone pairs. Usually, chlorine atoms have one bond and three lone pairs.
