Answer:

I certainly agree with the notion that corruption is abuse of power for personal gain, as others have stated, and I would add that "personal gain" includes taking illegal steps to gain, or to avert the loss of, anything one values. Not just power or wealth.

To introduce a wrinkle here, in the search for "what is the worse evil." Is it offering a bribe or accepting a bribe? I would say without hesitation, accepting the bribe is the worst. The usual scenario is that the person accepting the bribe is in a position of public trust, while the person offering the bribe is just another opportunist among potentially thousands or millions, who promised, or owe, nothing to the rest of us. We have entrusted public officials to protect the interests of everyone, not just themselves or a select few. On the other hand, we do not put that level of trust on just anyone in the public.

This also goes to the college admissions scandals. The press focuses all their reporting on the bribe givers. Focus totally misplaced. If I want to get my child into some college, I couldn't care less about movie or TV stars. My trust goes to the admissions offices, perhaps even the coaching staff.
