Answer:

The non-Agriculture sector is growing much faster is the main reason. After the liberalization of the economy, Foreign direct investment has come into the industry, which has boosted manufacturing and exports. Urban employment has rapidly grown, Tax collection from urban areas accounts for almost 90% of Govt revenue. To sustain growth, Govt. pumps more money into urban infrastructure development, which attracts further industrial growth. In the case of Indian agriculture, the exports have been very low. Mainly because Indian agriculture is labour intensive, a large portion is fragmented and small and medium holdings. The Lifestyle aspiration, investment in children's future, and societal pressure on consumptive spending are taking away rural savings. There is a huge problem of rural indebtedness. This makes agriculture less & less input-intensive, recreating a vicious cycle of low productivity followed by lower investment. So Agriculture GDP growth remains low.
