During Akbar's regime, the one who carried out land revenue reforms is TODAR MAL. Raja Todar Mal was the finance minister of the Mughal empire during Akbar's reign. He was one of the Navaratnas in Akbar's darbar.

Raja Todar Mal the finance minister during the regime of Akbar was assigned assigned with the responsibility to carry out land revenue reforms.

He was considered as the “navaratna” in Akbar’s darbar (court). It was he who introduced the new system of revenue which is known as zabt and dabshala(the system of taxation).

Apart from being an efficient finance minister he was an abled warrior too.
