No, both have different concentrations because -

A has 110gm(100gm water + 10gm sugar)

B has 100gm(90gm water + 10gm sugar)

Mass % of A = 10/100 * 100= 10%

Mass % of B = 10/90 *100 = 11.1%

Therefore, 10 is to 11
