The electrostatic force is responsible for it. During dry weather, while combing hair, sometimes we experience hair flying apart. Due to the combing the hair, comb and hair come in contact with each other.
This combination produce some charge on comb and hair both. Hence the force between two charged bodies is called as electrostatic force.
Hence we can say that combing process involves the electrostatic force between comb and hair that attract hair towards comb and we experience hair flying apart.
