Water molecule chemical formula is H20 were hydrogen is double the oxygen. Thus during electrolysis Hydrogen collected is twice more than oxygen collected.

two gases produced are hydrogen and oxygen. they are collected in this ratio because water one molecule contains these gases in 1:2 ratio.
