This is because when liquid is heated it gains kinetic energy and changes into vapour(gaseous)state.

The Water vapour pressure exerted by a dilute gas of water molecules becomes smaller as temperature decreases, as they slow down.So some amount of water vapour can remain below the boiling point, but no amount of liquid water (at atmospheric pressure) can remain at a higher temperature than 100C.
