During high speed winds why high pressure zone is created below the umbrella i.e. in the dome of it? Please explain.

Both, actually. Wind is just like any other fluid. It flows. And that flow is determined by the slope in liquids whereas pressure decides the flow factor for wind.
Wind generally flows from an area of high pressure to an area of low pressure. So, both the extremities of pressure are responsible for the high wind speeds. So, higher and lower the pressures in two different areas, higher will be the wind velocities.
