Hi, interesting question.

To begin with you need to know the main causing of these heavy rains and floods, when heavy rains fall, the flood level rises, with the increase in flood level the blocked drainage blocks even further.

The blockage happens way before the flooding. Drainage's are blocked due to the plastic and mud dumped in it for years, no proper cleaning systems result bad. Algae production is another factor effecting the drainage systems.

Hence, this is the reason of rising flood levels and blocked drainage's.

Answer:

Mumbai has to face heavy floods due incessant rains this is because the drain system in the state is poorly maintained. With one heavy rain, the drain or sewage gets blocked and this results in flooding of roads. The soil becomes saturated with moisture already and the soil's ability to absorb water has become too low. Hence, the rain's impact on the people living in the cities like Mumbai is larger compared to the rural areas. One main reason is dumping of wastes and another reason is narrow drains.  Increase in industrialisation and decrease in the croplands are also a major cause for the floods happened due to the heavy rain.
