I wont call it a usual occurence to find sand on the roads during rains. Yes some form of soil can be present due to erosion when it rains and it eventually settles in plain areas. Soil is a misture of grains of multiple sizes. It can have more clay or more sand which basically is the particle size.

Hence if you find more sand on the road then you must be staying near coastal areas or perhaps a desert.
