It was Chowdhary Charan Singh.
Indira after having cingress lost in elections in 1977 to a United janata party which then had instituted several court cases against her.although she win Lokssbha seat from Karnataka she was expelled from Lokssbha cancelling her membership. Charan Singh was openly saying that Indira and team shud be tried as second world war criminals for having murdered democracy.
Her advisors studied Charan Singh ' s weaknesses.He had a desire to be PM.indira invited him fir the birthday /christening ceremony of her grand daughter or so which Charan Singh attended .after that she sent him a message that she is ready to support him as PM. Charan Singh believed her came out of Janata Party with 60 MPs and then sworn in as PM.Just before a day of trust vote Indira withdrew her support . Charan Singh has to resign without trust vote .In view of the monsoon,other ensuing festivals like Ganesh, Durga, Deepavali etc, president and Elections commission decided to hold Elections only after December 79.but Lok Sabha was dissolved. Charan Singh was asked to continue as care taker PM till then by president Sanjeeva Reddy .
This is how indira’ s team broke great janata party formed with the Jayaprakash Narain. - the ensuing Elections Indira returned as PM in Jan 1980.JP’ s dream of having a clean corruption free govt at centre was thus shattered by expert players in Congress by breaking janata party mid term.
So Charan Singh was PM for 7 months sans trust vote.

Everyone has written the name of Sri chowdhury charan singh. That's OK ,but I think there was another pm who didn't face the parliament during his premiership. He was Sri Guljarilal Nanda.
If I m wrong please rectify.

Prime minister is a member of parliament only. He can either be a member of rajya Sabha or the lok Sabha. As he is a member of parliament he has to be present when required. If he remains absent for a period exceeding three months chances are that he will have to resign from his post.

chaudhary charan singh who on learning that congress has withdrawn support, headed straight to the rashtrapati bhawan rather than face a non confidence motion. The president let him continue as the care taker prime minister till general elections are held.
