The govt must adopt the following measures so as to avoid situations which can result in "social divisions"

• For the next few months of the lockdown, since poor people are more to suffer as they would be without job and many of these people being daily wage earners, the govt must ensure essential provisions such as rice, dal, LPG gas, be provided free of cost (rather than charging the minimum amount). These poor and weaker sections should also cover senior citizens, widows, differently abled who are presently unemployed
• For those people who have proper identification and are unquestionably poor, (say,  the families of construction workers  ),in order to augment their demand &  income, the govt must pay these families a part of their "entitlement" without needing them to work. (since under the present situation, working outdoors must be avoided even otherwise.)
• Because of the lockdown, rural labourers cannot work & wages must be provided during the crisis. During harvest season, farming communities face losses & the govt must "step up procurement" so as to protect agricultural income & save the produce.
• It is important to note that even before the Pandemic, India's growth rate was already low & unemployment  at the highest in decades . In such case govt must make some tough choices amidst all these challenges. Protecting people from being unemployed or experiencing an income shock which could result in unemployment is paramount. Because of numerous reports of logistical inefficiencies & hoarders' manipulations, food supplies & other necessities are in short supply, & their prices are too high. Tackling these problems is important for the poor to benefit from  "special schemes & packages" during lockdown.
• The Indian govt should invest in healthcare to augment capacity for diagnostic tests & intensive care, as well as preventive tools to suppress the virus. This is the most important investment today.
• India has no "automatic economic stabilisers", such as "unemployment insurance & universal health care" & , unlike developed nations. Thus it is necessary to ensure that no company, large or small, faces the risk of bankruptcy or closure due to the Covid-19 lockdown. In addition, India's Government and Reserve Bank (RBI) should be working closely to introduce financial stability & alleviate the crisis. This is important because when companies get affected, it is the poor too who suffer, people who work at the lower level of management.
