It is easier to culture shoot tips than the internodal segment because shoot tips contain meristem cells. A meristem tissue is made up of dividing cells which keeps on dividing and give rise to new organs of a plant.

Tissue culture is a set of techniques used to produce different organs, and other parts of a plant under sterile conditions, so in order to grow new organs we need that part of a part which is active in division.
